| Taking
a bold initiative, Environmental Defense is implementing an innovative program
offering boaters throughout the country the opportunity to offset their
boating carbon footprint by purchasing "climate mitigation credits"
at the pump. In the first phase, participating marinas in Florida offering
the program collect specific amounts depending on the type of fuel purchased,
by adding a surcharge to the final bill. At the end of the month all mitigating
funds are transferred to AgCert, the designated vendor, for use in methane
recapture and conversion to clean electricity from Florida dairy farms.
The Project has chosen methane capture as its sole source of credits for the simple reason that with methane's significantly higher GHG warming effect, the true offset between CO2 emissions and methane capture is much more dramatic, producing a greater net loss of greenhouse gasses compared to the CO2 emitted from participating boats. Essentially, this system gets more "bang for the buck". The greatest challenge in confronting global climate change is the perceptions of the general public. It seems that we are turning the corner on acceptance of the fact that climate changes we now face are real and persistent. State and local governments, industry and concerned citizens groups, spurred on by people's concerns, have taken the lead, not waiting for the Federal government to take substantive action. With the recreational diesel sector using about 42 million gallons of diesel a year producing 3.64 million tons of CO2, combined with 12.87 million gasoline powered recreational vessels producing 17.3 million tons of green house gas, recreational boaters contribute over twenty million tons of CO2 annually. With a 25 percent selection rate of acceptance by boaters, the Project's gas credit program can be expected to produce $26.76 million dollars in revenue at .06 cents per gallon. The diesel credit program at .08 cents will produce $6.5 million in funding for farm produced methane capture and energy production. At the same time, with the same number of boaters participating, the industry will offset 5.25 million tons of CO2 emissions annually. If even a conservative percentage of boaters participate in the project, Green Button will not only be able to fund existing methane projects, but will be instrumental in creating new agricultural projects. The biggest roadblock to implementation for all agricultural greenhouse gas emission projects is the financial burden. Partnering with industry groups like the National Marine Manufacturers Association, American Sportfishing Association, Association of Marina Industries and recreational groups such as the Coastal Conservation Association, The Billfish Foundation and the International Game Fish Association as well as government entities such as the Clean Marina Program and Sea Grant will ensure that the Program's outreach effects the boating public. With support of the Green Button
Program the boating public's awareness and active support in the struggle
to slow then mitigate the effects of global climate change would be greatly
enhanced. Consumer dedication to the environment, and a willingness to
pay more to protect it, will demonstrate that boaters will vote with their
wallet when it comes to protecting the resource that they hold dear. |
